Spanish abstract El texto pretende analizar si las decisiones tomadas por el gobierno de Bush tras el 11 de septiembre de 2001, con la intención de garantizar el orden y la seguridad en el sistema internacional, fueron acertadas. El 11-S marcó un punto de inflexión en el sistema de seguridad internacional. Su trascendencia viene no tanto por las consecuencias del ataque en sí, sino por las decisiones adoptadas por el gobierno estadounidense con posterioridad al ataque. Estas decisiones, agrupadas bajo la bandera de la lucha contra el terrorismo, se han mostrado con frecuencia como la consecuencia lógica a los hechos producidos el 11-S. ¿Esas decisiones estaban motivadas únicamente por el 11-S y qué consecuencias han tenido sobre la seguridad del sistema internacional?
English abstract This paper seeks to analyze whether the decisions taken by the Bush government following September 11, 2001, with the aim of securing the order and security of the international system, were adequate. The events of 9/11 marked a turning point in the international security system. Its significance arises not from the consequences of the attack in itself, but due to the decisions taken by the US government following the attack. These decisions, assembled under the flag of the fight against terrorism, have frequently been presented as the logical consequence of the events of 9/11. Were these decisions solely motivated by 9/11, and what consequences have they had for the international security system?
Other abstract L’article cherche à établir si les actions qu’a prises le gouvernement de Bush après le 11 septembre -dans l’intention d’assurer l’ordre et la sécurité du système international- ont été judicieuses. Le 11 septembre a marqué un point d’inflexion dans ce système, non pas tellement en raison des conséquences de l’agression en soi, mais surtout à cause des décisions adoptées par le gouvernement américain à la suite de l’attaque. Celles-ci ont été classées parmi les mesures contre le terrorisme, et d’ordinaire on les voit comme un corollaire logique des événements du 11 septembre. L’article se demande, pourtant, si leur raison d’être tient uniquement à ces faits-là et quelles ont été leurs implications pour la sécurité du système international
