English abstract In less than ten years, thirteen Latin American countries adopted gender quota legislation. These laws have increased the proportion of women in congress. In the last six years, however no other Latin American country has enforced gender quota legislation and two of those countries that had originally adopted the laws revoked them. The paper makes three claims: i) the adoption of gender quotas was largely a consequence of diffusion, rather than parallel development; ii) the process of socialization at both the global and regional levels played a key role in shaping internal preferences; iii) we are currently witnessing the end of a “quota wave” in the region
Portuguese abstract Leis de cotas de gênero na América Latina: inovação, difusão e o fim de uma onda? Em menos de dez anos, treze países latino-americanos adotaram leis estabelecendo cotas de gênero, que aumentaram a proporção de mulheres nos parlamentos. Nos últimos seis anos, entretanto, nenhum outro país latino-americano aprovou leis de cotas de gênero e dois dos que as haviam anteriormente adotado, as eliminaram. Este artigo defende três argumentos: i) a adoção de cotas para gênero foi em grande medida consequência da difusão e não do desenvolvimento paralelo; ii) o processo de socialização global e regional teve um papel importante na formação das preferências políticas domésticas; iii) está chegando o fim da “onda de cotas” na América Latina
