| Spanish abstract | El artículo evalúa la institucionalización de la participación social bajo la gestión integrada de recursos hídricos (GIRH) en implementación en la cuenca Chancay-Lambayeque. Primero se describen las condiciones biofísicas y sociales de la cuenca; luego, la evolución de la institucionalidad hídrica nacional y local, desde la Reforma Agraria hasta la posterior descentralización y liberalización económica. Se enfatiza la influencia de los sectores agrícola y minero en estos procesos y se evalúan cuatro mecanismos participativos del actual modelo GIRH. Las conclusiones resaltan: 1) las escasas capacidades del Estado central para integrar una gestión en la cual el uso agrario es ampliamente predominante, y 2) el desafío político de promover la participación social en un contexto de alta conflictividad con el sector minero por la calidad del recurso |
| English abstract | The article assesses the institutionalization of social participation under the Integrated Water Resources Management (IWRM) model being implemented at the Chancay-Lambayeque watershed. First, it describes the bio-physical an social conditions at the basin; then, the evolution of national and local water institutions, from the Agrarian Reform to further decentralization and economic liberalization. Emphasizing the influence of the agricultural and mining sectors in these processes, four participatory mechanisms of the IWRM model are studied. The conclusions highlight: 1) the limited capacity of the central state to integrate a management in which the agricultural use is widely prevailing, and 2) the political challenge of promoting social participation in a context of conflict with the mining sector over the quality of the resource |
