English abstract Between the years of 1810 and 1811, before the difficult Spanish political situation, the city of Caracas lodged the first rehearsal of provincial representation in the figure of the General Congress. In this way, we set out to evaluate the transformations brought about within its historical context starting from the Call and election of parliamentary representatives, an based on three elements: the creation of the electoral process, that is second degree elections, the Definition of the voter and the Attributions of the representative. These three elements allow us to indicate and to analyze how these elections suggested a series of original political coordinates in the middle of a moment characterized by the cross over of scholastic values like Honor with liberal ones like Equality. This process, by its characteristics and aims, ended up opening a system of political representation, put into practice at that historical moment, in Venezuela, and that in spite of being activated from a scholastic political practice, it initiates the inauguration of forms and backgrounds with fundamentally liberal essences
