| Spanish abstract | La actual política nacional e internacional plantea el abasto universal del agua, en cantidad y calidad, para uso doméstico y se ha legislado sobre el derecho humano al agua. En realidad existe un déficit de abasto de agua por la red de agua potable que, en parte, se debe al crecimiento urbano rápido y desordenado. En este contexto, el abasto de agua por pipa cobra importancia. A nivel nacional, el agua potable distribuida por medio de redes hidráulicas ha sido estudiada, evaluada y diagnosticada, quedando un vacío de información sobre los servicios brindados por los transportadores de agua potable. El presente estudio describe a los consumidores y el abasto de agua potable por camiones cisterna en cinco municipios de la zona oriente del Estado de México. Se realizaron entrevistas y recorridos exploratorios. Los resultados muestran que el abasto por pipas no es únicamente para aquellos pobladores sin conexión a una red de abasto, existen otras causalidades para usar el servicio de agua por pipa; abastecimiento por falla en la red o daños en el equipamiento de los pozos profundos, abastecimiento por calidad del agua, abastecimiento para eludir responsabilidades y compromisos con la comunidad y, finalmente, el sector de servicios |
| English abstract | The current national and international policy proposes the global supply of water for domestic use, in quantity and in quality, and there has been legislation passed about the human right water. However, there is water supply deficit through the drinking water network, as a result of fast and disorganized urban growth. In this context, water supply by cistern trucks gains importance. At the national level, the drinking water distributed by means of hydraulic networks has been studied, evaluated, and diagnosed, but there is still a gap of information regarding the services provided by drinking water vendors. The present research describes the consumers and the drinking water supply by cistern trucks in five municipalities in the eastern area of Estado de Mexico. Interviews and research field trips were performed. Results show that supplying water by cistern trucks is not only for those residents without a water connection, and there are other reasons for using the cistern truck service; supplying because of a failure in the network or damage in the deep well equipment, supplying for water quality, supplying to avoid responsibilities and commitments with the community and, finally, supplying for the service sector |
